Yes, you can schedule a primary care appointment at any VA Maryland Health Care System facility online using MyHealtheVet if you have registered for premium access. MyHealtheVet is available at www.myhealth.va.gov. Premium access requires in-person verification. You can get this verification done at any VA facility by presenting a valid ID. No, I don't think so because they use your VA ID and ask you for your last 4 when setting up app'ts. They also have you sign a paper as to whether or not you are seeing any doctors outside of the VA---I think this is for anti prescription drug abuse purposes.
