When was the maternity ward in Bayonne Hospital opened?

My daughter was born Dec 24th 1996 in Bayonne Hospital. They stopped the maternity ward i think 2 years After Dr Kahlili was Delivering babies while patients still was feeling the whole C Section. Medication was not deep enough into spine to recieve it, it all fell out. Or kept drug for Themselves. Traumatizing many Women For Life With PTSD and The child Feels Everything Till cord is cut. So child is born With PTSD issues. And I can't Even Sue for these damages because limitations. This Is HORRIABLE. The mental health dept is Abusive As Well. When They Made Me This Way, They Abused Me in Mental Health. Now, I have to figure it out Myself..
