Yes, there is a $15 day use pass, and this is per car. There is also an annual membership pass if you plan on frequenting the park as well :)
Trail are super fun with dogs. Beware there is a coyote pack in the area so your dogs will be on edge. Otherwise, beautiful walk.
No, you don't have to pay. Nice trails! Fishing is excellent!
