Please help me with information regarding getting a drivers License for my sister who is waiting to get her visa approved with INS,she has legal visa extended letter,but not the the approval for I130 visa. Can she apply for TX drivers license.

It will depend if DPS can verify the letter with DHS. DHS does not always have the most current information in their system.

Yes, but not guarantee that department will accept letter, it varies office to office, better try your luck...
