I have booked an appointment at 7AM, but it says to arrive 30 mins before to fill out paperwork. Any ideas how I can get the paperwork done ahead of time if they only accept bookings, and open at 7AM on the dot?

i would fill out the paperwork early at home. arrive early regardless. right now they are giving bracelets and taking temperature. If you signed up online you should get a text or email giving you instructions to sign in too. You can sign in 30 min before your appointment, I believe

That's a generic message, it doesn't take the opening time into account. What you may do is dowload forms from the website and fill them at home.

30 mins is the standard procedure. You can download the forms on the website and fill it at home or just go to the appointment, they will give you the form once you're inside. It doesn't take long to fill the application.
