No, if the puppy leaves without being spayed or neutered, you have to sign a paper stating you will get it done within 30 days. If you don't, they will take you to court. Puppies very rarely leave there without the surgery. They do it usually before a puppy goes into adoptions

You have to go in person to one of the locations. If you have a specific one from the website take the tag number when you go to the shelter location listed with the dog.
