Can I mail in application and copy of marriage license for name change to my social security card or do I physically have to go to JFK?

I would go in person. Just because the nature of what your try to accomplish. It's typically not something you could or should handle through the mail. To insure it's done properly and in a timely manner I would definitely go in person. As a side bar, I've had and continue to have an unresolved issue, and after 4 visits in less that 2 wks has not been taken care of. With that being said, I wouldn't risk it.. if given the option to have it done in person. Hope this helps. Good luck.

Because of the history with many people on my own block having issues with lost mail (even registered) It would have a safer chance if you physically hand deliver any important documents to this particular site. I am only speaking of this site and do not have any background info on the sites in Philadelphia.
