My cousin want to marry her girlfriend and she just have a passport and birth certificate she dont have any state id .. but she has a drivers license from her country ..her boyfriend has a green card os it possible to get a marrige license

I don't know but it won't hurt to find out.I would go down there and ask they won't arrest you.
