I need a new state Id cause mine is expired (2017) can I use it to get the new one if I dont have my birth certificate?

I need a new state ID cause I left my wallet on the bus. Can I tell them to get the new one if I don't have my social security card?

You may also have to bring some mail like a bill or bank statement especially if you have moved as well. Google forms of ID needed to renew an expired ID and that should help you out.
