First, thank you for your husband's service and sacrifice. The USO is there to serve or active duty servicemembers. If they have the space, you should be able to get in, some don't allow you to unless you have an active ID card. Hope this helps.
You'll need a military ID of some sort. My wife has a dependent card and goes in with no problem.
