Hi I wanna asks again regarding my steel staircase and decks that was built in 2003 but not for a visit yet. If I repair the small holes with cold weld for my 3 story apartment, can the stairs and deck last for five more years without breaking?

All depends how rusted the stairs are. Impossible to tell from not seeing it. Normally units order than 15 years old if they are showing a lot of deterioration then it’s time to replace. Also depends on the coating and how often you have been painting it.
