Yes its free for everyone!!!! And you can go in and out as many times as you'd like. Just like a community park. No need to show ids. You will have to pay for parking (around 20$) and food(or bring ur own lunch in a cooler). You might get lucky and find a free parking spot on the side but it's very rare. Also the plant/flower conservatory is also free.
