No yellow perch in there. But you will find in spring after they stock it Trout

Unfortunately no. Westminster Community Pond on Route 140 contains large-mouth bass, blue gills and sunfish. You can find yellow perch in Liberty Reservoir on the Eastern border of Carroll County, and in Piney Run Park (enter for a nominal fee from White Rock Road about 1/4 mile off of Liberty Road/Rte 26).
