Yes. As long as he can prove that he is a Philadelphia resident it does not matter if he has insurance. We will try to help him get insurance or he will just have a small copay.

Yes. He will need to speak to the social worker and see benefits counselor at health center 9. Also, bring proof of address, any benefits he is on, etc.
