When can u report someone who is constantly playing loud music

The law states it does not matter what time it is,noise pollution is just that. I've been having on going issues with the neighbor next to me since last year. they watch for the police and then quickly turn down the music when they see the officers turn the corner. I am on a one way street so easy for them to watch. I just had to go to court and the neighbor never showed! She got a fine but no DCR and I had requested one more than once,it's sad!

Reading has an anytime law. If you can hear the music from someone else's house, yard, porch etc., it is too loud and disrupting the law that every person has the right to quiet. We have people blaring music till 3 am and cops have been called and never show up. I don't believe they will come anymore for loud music because it is not the first time this has been reported and not one single cop shows. My question is if you go the person's house to tell them to turn it down and they accosted you
