Anytime there is cooler than normal temperature, is your best bet.
Like everyone else only when the water is cold, as in ocean than lake. If you are traveling there are 3 more places in Florida I think. One south,one north, and one NW a Tampa. When I was there I saw more stone Manatees than I saw live. 2 stone and 1 live. He was a scout, I think.
There are no Manatee today March 4th. We have found they are traditional there when the water is the coldest.

They love the warm discharge water from the power plant during winter months. I have seen at least 3 Manatees every time I visited. Cows and calfs. Kids love this.
