Only dependent children of the veteran can be buried there. Under 18 at time of veterans death or disabled with the state recognition at time of veterans death. They do not reserve any spaces, pre- registration just means they have your documents and you do not have to be verified at time of death. Which may put you on the schedule faster. Your wife is allowed when she dies, even if you are the second one to die. You sign documents saying you will be buried with her (on top) or she will be removed at your expense. If you die first , she will be allowed on top of you if she does not marry a non veteran. Those are the rules.
Yes I live in NJ for 34 years. Secondly, is the available space reserved in a sense that my wife and/ or children can count on my resting place will be secured?
If you live in New Jersey or over 50% of your life in NJ
