You would need to file a lost NYS Driver's License from, then follow the instructions in order to meet the requirements. There was a time when one could replace a lost or stolen NYS Driver's License online or by mail. I do not know if that is still accepted these days. Best to go on their website and ascertain what is needed of you. Or you can call the NYS DMV directly.
Might be faster to find out online versus waiting in their busy office.
