I do not have a definitive yes or no. But to ensure you don't waste a trip to the DMV, (because walk-in's are not allowed or are limited for each day) I would make an appointment. Or better yet, email them. I did and received a prompt reply to my inquiry.
I don't know about that. DMV currently requires appointments for drivers license. Check the DMV website for the 3 Manhattan locations for their current rules and what type of services each offers. Wherever you go, be prepared with all required documents and paperwork. You can find these on the DMV website.
