My neighbors are out of town and they left their two small birds outside with no food or water... So am I in the right to take them in and then call the humane society??? Please help me!

I have called the police, animal controll, humane society, a vet and friends trying to get a German Shepard out of an abandoned house were the owners very seldom come to feed and water him. No one comes to talk about the problem. Any suggestions
