If my little sister (age 15) wants her nose or belly button pierced for her birthday am I (age 25) still able to take her or does it need to be the parentals that have to be with her?

Parent(s) has to get a paper from iron age for underage individual, then take to a bank to have notarized now. Just took my 15 yr old to get her nose pierced. Not difficult,but do have to have the paper from iron age notarized for anyone under 18 yrs old before they will do it.
