At yosimite smog and electric yes there a bunch of crooks of course you will pay and if you dont they will steal your car to goerge runs around on a brand new bike like hes all cool and the money ge steals from you goes into his private collection of cars
It depends on the shop you take it to. There are some test only smog stations that may not charge if it doesnt pass. I guess the bottom line answer is yes you have to pay.
