Can dogs on a leash inter the grounds

There is a trail to the south/east of the gardens that does allow dogs. You can park in their lot. But no dogs at all in the gardens area.

No, not in the gardens. You can have a leashed dog from the entrance of the park and throughout the parking lot, but that's all. There is a sign at the entrance of the gardens that states no dogs (and other rules such as no jogging, no food, etc).
