Yes the paths are eighty percent paved. Very disability friendly. There are usually maps at the entrance and lots of handicapped placard parking.

You can definitely walk this park with a cane. If you bring a wheelchair I would suggest a power one, but if you got a sturdy pusher you'll do great too. Beautiful place to see, definitely worth taking the trip.
Mostly yes, the back trails through the woods are gravel, there are some steps in areas, but there are others ways around that are ramps, though not accessible ramps (steep). It is a large park with only a handful of benches for resting, mostly in the front of the park, which is also lovely if you just want to sit and enjoy the scenery.
