Call the non emergency line and they will be able to help.
Not that i know of. If you call their main line theres several options to select from. I think the best thing would be to try to reach their animal control. I believe they still work around the clock. They should be able to help you figure out what to do with the dog. They may just ask you to bring the dog in to their animal hospital when they open.
