DMV doesn't issue the handicap parking placard. Local police issue a temporary one until the permanent arrives, along with a letter from your doctor stating the reason for the need of such a placard.
NJMVC issues permanent (Blue) handicap placards which are different from temporary (Red) handicap placards which are issued by the law enforcement agency in you community. You can visit any agency to complete the handicap placard transaction without an appointment at the present time. You should visit the NJMVC.gov website before you go to obtain info on closures and updates.
They do issue permanent placards (the blues ones)
