Why does no one ever pick up the phone in any department?

They are too busy playing around with other workers.

I had to go to the *Welfare* Office on Monday to get a paper (stating that I dont receive any assistance) and OMG what a joke! They get everyone in the auditorium (no signs no rhyme or reason) you tell the person at the table why you are there and have a seat, waited apx 20 mins,she called my name i went up to the table she handed me a ticket with a number on it (why didnt she do that in the 1st place you know sign in and take a number?) So then its have a seat again for another 20 min, then she called my # and 3 other peoples # and we left the auditorium with another woman who took us in the hallway and put us in our own booth (up against the library) then from there the receptionist will call your # ,well it was almost time to call me and this mofo said "Ill be back in a lil bit" cigarette in hand *smoke break* seriously? So waited another 10 mins and some young woman helped me obviously didnt know what to do so she had to get someone higher up to help (just needed a paper printed)
