It is safe for both. However you will have to get permission from the owner 1st, Sammy, he lives at the house. There are times when there are a lot of boats & skiiers.
Seen people and dogs in the water. Ive waded in the shallow areas myself. The algae is very thick and slimey at the bottom so be careful not to get stuck. Mostly people use floats or rafts.
I would not recommend swimming there the water's very murky and you can't see the bottom. Good for fishing but not swimming! Not sure about dogs. Hope that helps.
