Yes but on nice days you can park ypur car with in a block or two of the pedestrian walkway of the bridge in astoria and walk over. Its a nice walk and you beat the toll. Than you walk back over the bridge to your car. (If coming from queens)
If u go by car yes u do to have pay toll one time.
