How long do you have to wait to get asstiance if you've already been that year? Do they help every 6 months or once a year???

I was in June and you all said I would get $350.00. But it has not been put on my electric Yet. I have call and was told it can take up to 90days. No one will help. Said it was going to be right then when I applied. Because I needed. Still haven't been put on my account
