Adults have visitation as well as minors. Both kids and adults are allowed to use the phones to make their calls at between the time period that Laurelwood has set.
Phones are not allowed but they have a game room with activities that will keep them occupied. If it is a child they have visitation for 18+, I'm not sure about adults
