It is not fair to you at all. I personally like it as it saves me $150 a month. But in your case, vacant land still has an address and if a house is built, which is what the land is zoned for, then it would need to pay as well. I do not think it is fair that you have to pay right now. From what I know, the association made a deal with Spectrum For an amount. That amount was then divided upon all legal addresses in the association. Still is wrong for them to charge you.
