From 5 p.m. to 8 p.m. you can go for a drink without booking. The View is at 42° floor and it turn around 360° in a hour and you can see all Manhattan below you at the price of a thè or a cocktail (15$).
Reservations are for dinner from my experience
They have a bar/lounge on the second floor. But can sometimes have a wait
Yes. I didn't book when I went. After 8pm is service charge of $8pp I'd not staying in the hotel
