Ive seen people walking. I doubt its allowed and its extremly dangerous. Riders arnt looking for hikers. Prices for guided tours are posted on their website. I strongly suggest borrowing one from a friend and going that way. Unless you want to sight see or have never rode a quad before, the guided tours seem a little slow paced.
There are walking trails that connect to some of the ATV trails on the West side of the mountain and also from the East from Eales Preserve property. ATVers are not supposed to cross over to the neighboring properties, but Ive seen the signs simply ignored. If you're walking, be cautious. I walk the trails that are allowed, and the ATVers that I've encountered have always been courteous. Its a multi use mountain that everyone can enjoy with a bit of caution from both sides.
Thanks everyone. I have a dirt bike but a friend with no bike wants to tag along.
