No to both questions. It is one of many rustic campsites spaced about 4-5 miles apart on the trail. The National Park Service does rent out some of the lockhouses along the trail. Closest to Horsepen is at Edwards Ferry. Rustic and about $100 / night. You can drive to it, where Horsepen is over a mile to closest parking. Hope this helps!
