You dont have to book at all, but I believe the food court is for guests only.
I wouldn't recommend it, the food is way over priced for the quility. I recommend avoid Disney resorts for food. Orlando has many fine dining establishments that will provide you with a much better experience than Disney can offer at the same if not better pricing.

If you are staying at a Disney resort hotel no but if you not I'm not sure how you would get into the hotel. It would be go to call the hotel to he sure before you go.
