Yes, loads of free and unlimited parking. But don't just leave. The walk along the harbor right past the Statue of Liberty and Ellis Island is the real attraction. Flag Plaza is just at the entrance.
Yes parking is free and the lot is large. But you should look at the whole park. Taking a picture out of group of flags is just a waste otherwise. And it's not open all the time, it's sunup to dusk.
