Yes. You are free to hike around. It don't really get dark early in the summer. Last time we walk around summit lake and Hatchers pass it was 11pm. They close at 6pm but there is a parking area to park and sleep.
Yes. In the winter the road may be closed but you can still hike up.
Are you considering the mine buildings as the park? The buildings have limited hours you can go, the areas outside are accessible year round 24/7. The road over the pass closes all winter until about July due to snow. You can then ride snowmachines on it.

The park itself never closes according to the Public Info Office. The buildings are open 9-5PM but you can park outside the gate and walk in. I was told the fee will be $5.00 a car and $3.00 a person historical fee. Again this was according to the Public Info Office.
