If I’m doing the quad Wednesday thing what time am I allowed to start riding? It shows the resort opens at 9 online, but my friend is saying maybe not till 10 or possibly 11.

The lifts open at 9 so you will be able to start riding right when the resort opens

It rrally depends on the ski patrol but as well some lifts open at different times... Have a fun day and ride hard
