At the welcome center from 7:30 to noon, Monday through Friday. If you were born out-of-state, the Andre House on 11th Ave and Madison will likely be more helpful.
You will go to the Brian Garcia Welcome Center and ask about the ID program and be sure to mention it's for a birth certificate you are asking about. And the welcome center is the first building on the Cass homeless shelter property at 12th Ave and Madison.
You can also go to St. Vincent de Paul on Watkins Mon & Wed. Be there by 8am
