How long should a small dog be left outside in AK's freezing weather? We just moved here and our next door neighbor leaves their poor dog outdoors, sometimes for hours. It cries and barks and whines to no avail. I am extremely upset with them.

Your dog should only be left outside for as long as it takes for him to go to the bathroom. It's very cruel and inhuman to leave him out that long, and if you were my neighbor, I would call animal control to have him taken away from you. You should release him to animal control so he can be placed in a home that will take proper care of him. Get a fish.
