You MUST have an appointment. You can set up an appointment online. Search for dpsscheduler. You must arrive no later than 30 minutes past your appointment time or they won't let you in the building. Act fast! At the DPS Megacenter on the I20 service road at I35, on Nov 3 I heard them giving out appointments to the "lucky" people for Nov 20. For the unlucky ones, I heard appointments being given out for April.
