If a friend of mine needs to renew a license from another state, what would they need to renew it or possibly get a Texas Driver's license? And is the building even open right now? Or is it closed due to covid-19?

You need a birth certificate or passport along with the license. You do need an appointment to be sure that you are able to complete everything that you need to get a Texas license. You can get in for a renewal only without an appointment.
