I have two questions, would me not living in the cook county be an issue in any way? And do they have dermatologists?

I don't think it matters if you don't live in Cook County and they do have dermatologist.

No issues as far as I know and yes they do have a Dermatologist in the Professionals Building.

Yes, they have dermatologists. You will NOT qualify for "County Care" if you are not a Cook County resident. So you must have your own insurance.
