I was told if your not in the certificates u would have to send notarized paperwork for someone else to obtain for you not sure if they asked for some type of id.....as well but I will be sending a copy of my valid I.D.

You need to go get his Birth certificate and social security card and then get his State I D

I believe he doesn't need to be present as my mom has gotten mine in the past before for me.
