I would just notify the animal shelter of your intentions an that you are interested in adopting it
They will wait usually 4 days and then they will put them through the adoption center to be a "foster" dog to then be adopted permanantly after a period of time.
Did you get the id number? Some dogs go to rescue and some go through the adoption program. If the pup goes through the adoption program you can adopt
