Your best bet is to call the animal shelter directly.

I personally would try to call. They have gone to managed intake for owner surrender animals so you should make an appointment. You can also go in, but depending on the day and time there may be a wait. The percentage of animals that are adopted out is high, but this is still a municipal shelter so by signing the dogs over they are at risk for euthanasia. (About 85% make it out alive)

Don't go in person. Call them. They are very rude in person, and you will wait in line to "ask a few questions". The line I waited in was over an hour.
