You have to pay for the adoption fee and sign paper work. You have to at least prove that you want it by showing up.
Deliver?! This isn't pizza, and when people pay to adopt a cat or dog, they are more likely to not leave it on the side of the road or worse, because they see this as something they invested in. Sort of the opposite of someone who would let's say, be too lazy to meet all the living beings, learn about their individual personalities, and make sure to spay/neuter and get shots, PLUS commit to 12-20 years of that kitty or pup. If that was harsh, good. This is very, very important and serious. (And if it is "super far away", are you going to walk that dog every day? I would doubt that right now)
