No, but you are allowed in the store to look around. As mentioned, the food court is available to nonmembers. Costcos in Texas (at least) tend to have an associated liquor store via a separate entrance which is also available to nonmembers.
You can use someone else membership or have them buy you a cash card but I think you can use Cash or Debit without being a member except members also get Member Only Sales and extra warranty on non food items

No there isnt, but you can use the food court without a membership as well as the prescriptions and optical services, you can also go online but there I 's a 5 percent markup for non members. I absolutely love Costcos and recommend you get the membership, just on gas alone it is worth it!
