The website says up to 2 years old is free as long as they will sit on your lap.

In general, you need a ticket for each person two years and older but some events have different rules. Do not expect a place for your children to sit unless you paid for a seat for them.

You will need to purchase tickets for them, I am certain for your 3 yr old and almost certain for your 1-yr old. If you want to be certain, call the Golden 1 Center Box Office.
